Substance Misuse Pathway Group
The Wales Substance Misuse Pathway Group is one of nine sub-groups that are taking forward the Joining Together in Wales strategy.
This group has been established to take forward the aims of the Substance Misuse Pathway in Joining Together in Wales (new window), the joint NOMS Wales and Welsh Assembly Government strategy to reduce re-offending, which are:

To ensure that all offenders in Wales who are drug or alcohol misusers, either in prison or after leaving custody, have access to co-ordinated assessment, advice and counselling, referral, treatment and aftercare services
- To ensure that effective substance misuse programmes are made available to offenders, both within prisons and in the community
- To work review existing data collection arrangements in order to promote the routine co-ordination of qualitative and outcome-focused information for the purposes of planning, commissioning and evaluation
- To establish robust arrangements for communicating with the Welsh Assembly Government in order to promote the consistent development of a joined-up substance misuse strategy

To promote the health and well-being of offenders by working to minimise the risks of substance misuse during custody and on release
- To minimise the risk of re-offending behaviour associated with substance misuse amongst ex-offenders
- To actively promote user involvement in the development of substance misuse services
- To support the Youth Justice Board’s aim to ensure all young people supervised by the Youth Offending Team are appropriately assessed in relation to any substance misuse issues. There should be special emphasis on those serving a custodial sentence. Those with identified needs should receive the necessary specialist assessment and access to appropriate interventions and treatment services
