Equality Impact Assessment – Offender Management Model
The National Offender Management Service (NOMS) has a duty to assess all policies in relation to their impact on equality issues. The Offender Management Model captures the approach NOMS takes to effectively managing an offender’s whole sentence through the sentence plan. It has introduced the a set of core principles:
- To deliver a whole sentence approach to managing offenders through a single sentence plan (for custody and community);
- Provide continuity and consistency to sentences by having a single, accountable Offender Manager throughout a whole sentence;
- Deliver cohesive sentences for offenders where an integrated approach is taken by the prison and probation services and other stakeholders;
- Deliver effective sentences by matching resources to risk and needs.
This Equality Impact Assessment has been developed after significant consultation, to assess what impact the Offender Management Model may have on equality. The impact assessment includes an action plan which NOMS commits to delivering in support of improving equality in our policies.
