NOMS Commissioning Framework and Plans published

Today’s publication of the first NOMS Commissioning Framework (new window) along with the commissioning plan of each NOMS commissioner marks a fundamental step forward.
Chief Executive Helen Edwards says NOMS is moving to becoming a needs-based commissioning system and commissioners will make judgements about what type of service is needed to manage offenders effectively and to reduce re-offending.
“These judgements need to be based on the best available evidence about what is working and what is not, as well as what and where the priorities for improvement are and with whom resources should be invested.
“The task for commissioners is to achieve better alignment between what offender services are needed and what is provided. Getting this right will help to achieve better public protection and a reduction in re-offending.”
The new NOMS Director of Commissioning and Partnerships, Julie Taylor, began leading on this agenda on 8 January 2007. This followed the restructuring
of NOMS headquarters which took effect on 2 January.
