Strategic review of offender management launched

NOMS is conducting a strategic review of offender management. The aim of the review is to set a clear, strategic direction for the implementation of future phases that is aligned with the developing commissioning strategy. It will ensure appropriate prioritisation of cases and offender groups, taking account of the importance of public protection and the need to live within our means and ensure cost effectiveness.
The review is also looking at how NOMS can translate what has been learned to date into good practice and what changes need to be made to organisational cultures to support offender management. There are four workstreams and these are focusing on:
- possible variations to the offender management model (new window)
- future phases
- culture change, and
- systems and process.
The review, which is due to report in the autumn, is being led by Roger Hill, senior responsible owner of the offender management programme. Providers, practitioners and relevant people across NOMS HQ, including the ROM offices, are contributing to all aspects of the work.
The work will not affect the implementation of phase III of offender management, which is on course for a January 2008 roll-out across the system.
