Second phase of offender management begins

Implementation of offender management for offenders in custody begins today.
The NOMS-led Offender Management process has been in place for all offenders on a community sentence since April this year and from today will be extended to cover around 11,000 more offenders.
The change will impact on determinate sentence prisoners serving 12 months or more who pose a high or very high risk of harm, as well as prolific and priority offenders in custody.
NOMS Offender Management Programme Director Sharon Robins says the rollout poses an implementation challenge for NOMS. However, improved communication between the prison and probation services through shared OASys reports and sentence plans, as well as the appointment of both an offender manager (new window) and offender supervisor (new window) for the relevant offenders in custody are significant milestones.
"Today marks the start of a gradual build-up of offender management’s implementation.
"It is significant that it marks the first crossing of the custodial and community boundary and we will be continuing to work closely with our providers to support them during implementation and to inform future stages of rollout."
Sharon says end-to-end offender management, in particular with this group of offenders, will make a contribution to reduce re-offending.
